The first time that the Antichrist invades Israel, recorded in Daniel 11:30, he will fail because ships from the west of Israel come against him. By this time, the Antichrist will have defeated many nations from the Middle East and North Africa in Syria, according to Daniel 11:22. He’ll eventually defeat Egypt too, according to Daniel 11:25-26. So, these ships must come from a coalition that is powerful enough to stop the Antichrist.
Both John and Daniel had visions of a beast with ten horns. John’s vision is recorded in Revelation 17, and in verse 12 an angel told John the horns represent ten kings. Daniel’s vision is recorded in Daniel 7, and unsurprisingly, in verse 24 he was also told that the ten horns are ten kings. According to Daniel 7:7-8 and 23-24, these ten kingdoms will come out of the geographic area of the old Roman Empire. The Roman Empire controlled everything that touched the Mediterranean, including the coasts of North Africa and the Middle East, along with most of Western Europe. It makes the most sense, however, that the ten kingdoms will come out of Western Europe exclusively, since the Antichrist will have already greatly weakened the Middle East and North Africa.
As a unified international body, they will collectively recognize the seven-year covenant and this recognition will mark the beginning of their short stint in power. These ten rulers will eventually be under the rule of the Antichrist, according to Daniel 7:24, after he replaces three of them. Before that, however, they will be under the control of Babylon the Great. Babylon the Great is the world’s military, economic and political superpower before the Great Tribulation, according to Revelation 17:18 and all of Revelation chapter 18 for that matter.
Although Babylon the Great will control the ten kingdoms and keep the Antichrist in check, eventually the Antichrist and a remixed ten kingdom coalition will attack and greatly damage the city, according to Revelation 17:16. The Antichrist will do this around the same time he invades Israel, but how will he convince the ten kingdoms to join him in defeating the world’s superpower?
